Proposed Amendment No. 9 · Legislatively referred constitutional amendment
Income limit for the special assessment level (assessment freeze)
Do you support an amendment to increase the maximum amount of income a person may receive and still qualify for the special assessment level for residential property receiving the homestead exemption? (Effective January 1, 2027) (Amends Article VII, Section 18(G)(1)(a)(ii))
Ballot proposition as printed in the Louisiana Secretary of State’s list of 2026 proposed constitutional amendments.
A YES vote means:
More homeowners could qualify for the special assessment level (which freezes a homestead’s assessed value) because the maximum income allowed to qualify would increase.
A NO vote means:
The current income limit would not change.
What it would change
- Who is affected: homestead owners who qualify for the special assessment level, such as seniors, and local taxing authorities.
- Local revenue: under the constitution, any decrease in taxes collected must be absorbed by the taxing authority, not shifted to other taxpayers.
- Fiscal impact: No official fiscal impact statement is included with the ballot proposition in the Secretary of State’s list of proposed amendments.
