Statewide ballot measures: what your vote means

For each measure: the official ballot title, what a YES vote and a NO vote would do, and what would change, in plain language from official sources. SaveYourState does not take positions on ballot measures.

1 statewide measure is on the ballot. Official sources checked October 26, 2026.

State Issue 3 · Legislatively referred constitutional amendment

Photo identification to vote

A YES vote means:

The Ohio Constitution would require voters to present an approved government-issued photo ID to vote, and voters not voting in person would need photo ID unless state law allows a signature plus another identifier.

A NO vote means:

The constitution would not change; voter ID rules would remain set by state law.

What it would change, fiscal impact, and official sources

One statewide issue. The ballot language matches the Secretary of State’s certified ballot language as published by county boards of elections. Argument summaries are short neutral summaries of the arguments certified by the Ohio Ballot Board in the Secretary of State’s Issue 3 report. The ohiosos.gov site blocks automated access, so its files were read from archived copies of the same ohiosos.gov links that the Clermont County Board of Elections posts.
