Statewide ballot measures: what your vote means

For each measure: the official ballot title, what a YES vote and a NO vote would do, and what would change, in plain language from official sources. SaveYourState does not take positions on ballot measures.

3 statewide measures are on the ballot. Official sources checked October 26, 2026.

Question 1 · Legislatively referred constitutional amendment

Funding state employee labor agreements and arbitration awards

A YES vote means:

The Governor would have to include enough money in the proposed state budget to pay for agreements with state employees, whether those terms were negotiated or decided by a neutral decision-maker.

A NO vote means:

The law about funding agreements between the State and state employees stays the same.

What it would change, fiscal impact, and official sources

Question 2 · Legislatively referred constitutional amendment

Temporary appointments to the Commission on Judicial Disabilities

A YES vote means:

Temporary appointments to the Commission on Judicial Disabilities would be allowed when a member is recused, disqualified, or their term ends without a replacement.

A NO vote means:

Current membership rules for the Commission stay the same, and temporary appointments are not allowed in those situations.

What it would change, fiscal impact, and official sources

Question 3 · Legislatively referred constitutional amendment

State legislative and congressional districts

A YES vote means:

The constitution would state that its districting requirements apply only to state legislative districts and provide no criteria for congressional district boundaries, and the General Assembly could give the Supreme Court of Maryland original jurisdiction to review the congressional map.

A NO vote means:

The constitution would not change.

What it would change, fiscal impact, and official sources

Three statewide constitutional amendments. Yes/no explanations for Questions 1 and 2 follow the official “For/Against” statements; Question 3’s ballot language was rewritten by court order and has no official For/Against statement. County charter questions are not included.
