Proposition 318: what your vote means
Student athletics and private spaces. On every Arizona ballot. Official sources checked October 26, 2026.
Proposition 318 · Statute referred by the Legislature (cannot later be changed except by a three-fourths legislative vote that furthers its purpose, or by voters)
Student athletics and private spaces
OFFICIAL TITLE: AMENDING SECTION 15-120.02, ARIZONA REVISED STATUTES. DESCRIPTIVE TITLE: REQUIRES ALL SCHOOLS AND ATHLETIC ASSOCIATIONS TO DESIGNATE ATHLETIC TEAMS AS MALE, FEMALE, OR COED BASED ON THE BIOLOGICAL SEX OF THE ATHLETES AS DEFINED AT BIRTH; PROHIBITS THESE ENTITIES FROM AUTHORIZING USE OF PRIVATE SPACES NOT DESIGNATED FOR A PERSON’S SEX.
Official title and descriptive title as printed in the ballot format section of the 2026 Arizona Publicity Pamphlet, Secretary of State.
A YES vote means:
Private schools, public schools, and athletic associations would have to designate every team male, female, or coed by sex recorded at birth and keep males off female teams; schools could not let anyone use athletic private spaces such as restrooms not designated for their sex.
A NO vote means:
Current laws on student athletics stay as they are; today the team-designation rule applies only to public schools and those competing against them.
What it would change
- Who is affected: students and athletes at public and private schools and colleges, and athletic associations.
- Definition: “sex” means biological status as recorded at birth on an original birth certificate.
- Enforcement: athletes could sue schools and associations that knowingly violate the law.
- Fiscal impact: No official fiscal impact statement is published in the Publicity Pamphlet for this legislative referral.
Official arguments, summarized
Short neutral summaries of the arguments printed in the official voters’ pamphlet. The committees that wrote them are responsible for their content. Read the full text at the link below.
Argument for
Supporters say girls’ teams should be limited to students who are female at birth because of physical differences that affect fairness, safety, roster spots, and scholarships, and that statewide rules for locker rooms and other private spaces protect privacy and give schools clear standards.
Argument against
Opponents say the measure applies one rule from kindergarten through college, could lead to girls being questioned or examined about their sex, should be left to schools and athletic associations, and creates new lawsuits against schools and educators.
