Amendment 3: Abortion, reproductive health care, and gender transition procedures for minors

On the ballot: November 3, 2026 Legislatively referred constitutional amendment (HCS HJR 73, 2025)

Heads up: voting YES on this measure repeals the reproductive health care rights amendment Missouri voters approved in 2024.

A YES vote means

The reproductive health care rights section approved by voters in 2024 (Article I, Section 36) would be repealed, abortion could be restricted to medical emergencies, rape and incest under 12 weeks, and fetal anomalies, and gender transition procedures for minors would be prohibited, with exceptions for specific medical conditions.

A NO vote means

Article I, Section 36 approved in 2024 stays in place, abortion remains available through fetal viability, and gender transition procedures for minors are not prohibited by this measure.
