A YES vote means
The state could borrow up to $21,582,213 through general obligation bonds for senior citizen facility improvements, construction, and equipment, repaid by a statewide property tax.
A NO vote means
The state would not be authorized to issue these bonds, and the senior citizen facility projects listed for this question would not be funded through them.
