Constitutional Amendment 1: Governor’s veto messages and the “pocket veto”

On the ballot: November 3, 2026 Legislatively referred constitutional amendment

Heads up: voting YES on this measure removes the governor’s “pocket veto,” so end-of-session bills the governor does not act on would become law.

A YES vote means

Bills presented to the governor in the last three days of a session would become law unless the governor vetoes them within 20 days after adjournment, and every veto would have to include an explanation.

A NO vote means

The governor could continue to block such bills by not acting on them (a “pocket veto”), without giving an explanation.
