Proposed Amendment No. 5: Use of state money for retirement system debt

On the ballot: November 3, 2026 Legislatively referred constitutional amendment

Heads up: voting YES on this measure removes an existing constitutional requirement that one-time state money for retirement systems be applied to their oldest debts first.

A YES vote means

State retirement systems could apply one-time state money they receive to any of their unfunded accrued liability, instead of being required to pay down the oldest liability first.

A NO vote means

The requirement to apply that money to the oldest unfunded liability first stays in place.
