Proposed Amendment No. 10: Property tax exemption for rehabilitated blighted property

A YES vote means
Blighted or derelict properties that have been rehabilitated could receive property tax exemptions, under laws the legislature would be required to pass.
A NO vote means
The constitution would not change.
